Description: When a {{subProcedure}} has completed but {{procedure}} has
not yet completed, if a new {{different procedure}} is submitted during this
window, it may lead to the repeated submission of the current
{{{}subProcedure{}}}. As a result, duplicated {{subProcedure}} remain active
when procedure has completed, which will cause concurrent conflicts.
