Restores the ordering of BackupAdmin#getHistory that was accidentally reversed in HBASE-29808. Extends & refactors TestBackupShowHistory to verify correct behavior. Fixes a possible FileNotFoundException in BackupUtils#getHistory. Merges BackupSystemTable#getBackupHistory with BackupSystemTable#getBackupInfos, to further simplify backup info retrieval.
