We propose adding JMX/Hadoop metrics for HFile compression statistics, enabling
operators to monitor compression effectiveness across the cluster.
This work is divided into two phases:
* Phase 1, the initial deliverable, adds global RegionServer-level compression
metrics.
* Phase 2, documented as follow-up work, extends the metrics to provide
per-table granularity.
