Summary: Promote some medium tests to large tests

When implementing HBASE-29838, we found that -PrunDevTests can spend about 4
hours to finish, where wwe only run small and medium tests.
I downloaded the surefire console output and did some analysis, and found out
that some tests can spend minutes to finsh but are still marked as small/medium.
So here I propose we promote the tests which spend more than 90 seconds to
finish to large tests, to reduce the run time for runDevTests.
