BackupBoundaries is a global, cluster-level mechanism that aggregates WAL 
cleanup boundaries from all backup roots. When different backup roots have 
backed up different sets of hosts, the current implementation can allow 
deletion of WAL files that may still be needed by some backup roots.

 

WALs should be protected if they might be needed by ANY backup root for future 
incremental backups, even if another root has already backed up that host at a 
later timestamp
