the staged repo as "Release"
Step 2: Publish release artifacts in SVN i.e. move the binaries from dist-dev
to dist-release

https://dist.apache.org/repos/dist/dev/hbase/hbase-thirdparty-4.1.12RC0/ to
https://dist.apache.org/repos/dist/release/hbase/hbase-thirdparty-4.1.12/
* Drop RCs from https://dist.apache.org/repos/dist/dev/hbase/
Step 3: Push signed release tag to git i.e. push tag 4.1.12RC0 as tag rel/4.1.12
Step 4: Release thirdparty-4.1.12 on JIRA
