MetaTable means -ROOT- or .META.
MetaRegion only means .META.
HRegionserver#closeUserRegions means closing all the user regions, but it will
also close -ROOT- without the patch, I think it's a mistake
In the patch,I try to close MetaTable regions after the compact/split thread
exited, so closeUserRegions shouldn't close -ROOT- region
