* Added MetricsMutableHistogram

* Created methods to mutate histograms in registry and source
* Added MetricMustableQuantiles
* Added MutableQuantiles
* Created methods to mutate quantils in registry and source
* Fixed MasterMetricsSource to use histograms for splits
* moved some strings into the Interfaces so they are standardized.
Andrew I changed the MutableQuantile a to make sure that there's only one
thread. I'm pretty sure that should be moved to hadoop but a check would be
nice.
