Description:
- Review all uses of CombinedBlockCache, getBlockCaches(), and
BlockCacheBackedCacheAccessService.
- Support both exclusive/{*}inclusive{*} combined cache variants
- Replace test-only casts with CacheAccessServiceTestFactory helpers where
appropriate.
- Ensure topology-backed service exposes existing diagnostic capabilities:
cached block iteration,
fully cached files,
stats,
size counters,
cache names.
- Add focused tests proving old observable behavior still works through
CacheAccessService.
