When the endpoint is enabled but returns no group, this `null` is treated by
`unloadRegions` as “RSGroups disabled,” so it restores every online server as a
destination. The hostname/IP mismatch called out here therefore reintroduces
cross-group move attempts and can make the unload fail against the master's
group checks. Only return `null` when the endpoint is absent; fail safely when
an enabled endpoint cannot identify the source group.

The table's regions are placed with `randomAssignment`
(`RSGroupAdminServer.java:349-350`), so `rsservers.get(0)` can have no regions.
If all nine regions already landed on the second server, this test passes
without moving anything and never exercises the RSGroup destination filtering.
Choose the decommission target from a server that currently hosts at least one
`TABLE_NAME` region.
