After an HMaster failover, a region split can be undone and reopened by a 
RegionServer. If compaction runs on the zombie parents, it archives the store 
files the daughter regions reference. The daughters are then unreachable. Reads 
on the daughter regions return a FileNotFoundException.

 

Expected behavior: The master should reject any attempt to assign a split 
parent region.
