I think the test failure was due to the following in
initializeZKBasedSystemTrackers():

this, conf.getInt("hbase.master.catalog.timeout", 600000));

nit: exchange the order of the parameters so that assertion is easier to read:
{code}
assertEquals(catalogTimeout, Integer.MAX_VALUE);
{code}
In this particular case, I think the assertion is not needed - the actual value
may change if someone modifies the snippet cited above.
