Add dispatch in bin/hbase for jshell script mode (*.jsh, with HBASE_JSH_ARG_*
and --execution local) and single-file Java launch (*.java, JEP 330), so ops
drivers can replace org.jruby.Main <script>.rb without new scripts. Includes
the later hardening commit that guards the dispatch with JDK version checks.
