The Read-Replica integration tests created in HBASE-30087 need to run within a
test container created by Docker. The Jenkins node should be able to build this
Docker container, which automatically starts the Read-Replica integration
testing process. Furthermore, users should be able to do exactly the same thing
locally. This should run successfully regardless of the Docker host machine.
