3.0 branch has deviated from 2.x branch in a way that appears unintentional. Because [HBASE-23102](https://issues.apache.org/jira/browse/HBASE-23102) was backported later, it touched the line in an unexpected way, reverting back to the original code. The balancer should provide its baseline of available servers from `onlineServers` instead of `serverMap.keySet()`.
