I went with the SCP submitted counter so the check doesn't depend on eviction timing at all, while a longer interval makes the race very unlikely but doesn't remove it. I'm fine either way. Let me know which you prefer and I'll update the PR. I prefer we just increase the interval and add comments to explain the reason.
