This PR fixes stale namespace region quota accounting after truncating a table without preserving its splits. After truncation, the table's old regions are replaced by new regions, but the cached namespace region count may still reflect the old region count. This can cause subsequent valid region operations, such as splitting the replacement region, to be rejected incorrectly. The fix updates the namespace region quota count based on the primary regions of the replacement table after they have been added to Meta and before the table is enabled. A regression test is added to verify that the quota count is corrected after truncation and that a subsequent split succeeds when it is within the quota limit.
