## What changes were proposed in this pull request? Backport of #8789 to branch-2, adapted to HBaseTestingUtility. Skip the JAR contents check when the class is loaded from a directory. Keep all existing assertions when it is loaded from a JAR. ## Why are the changes needed? During clean test, HBaseTestingUtility is loaded from hbase-server/target/test-classes. Opening this directory with JarFile causes a FileNotFoundException. The master patch needs adaptation because branch-2 uses HBaseTestingUtility instead of HBaseTestingUtil.
