The current implementation assumes that the future will not be completed in
PEWorker, so we check whether the future callback is called in the same thread,
if so, we think the future is completed before suspending and give up waking up.
When implementing HBASE-30402, a procedure may hold a future which is completed
by another procedure, in this way, the above assumption is incorrent, so we
need to change the logic before landing the changes in HBASE-30402.
