Summary: Organize HBase Thrift API methods

We have different versions of Hbase.thrift sitting around in different
codebases (HBase and C++ client) and over time they have diverged. They need to
be made more consistent. To make such merges easier the functions in the Thrift
API definition should be ordered alphabetically.
