The security-related HBase shell commands (grant, revoke, user_permission) are
still using the old CoprocessorProtocol-based AccessControllerProtocol endpoint
for dynamic RPC. These need to be converted to use the protocol buffer based
AccessControlService interface added in HBASE-5448.
