It wasn't really an accident. I've done it this way because the private version
included changes on the junit47 provider, but not on the junit4 provider (the
later is used for local tests). Add to that that surefire is sometimes buggy,
and it saves discussions around "it would work with the official version".
It's not there in trunk anymore, I removed it in HBASE-6702 as the 2.10
contained a bug fixed in our private version that was needed after HBASE-6702.
