In my env, jruby-complete-1.6.5.jar is 13.3 MB. It's far too much, but the gap 
with 1.7 is not that high.
We have this at least because it comes with numerous native libraries (sparc, 
ppc for aix, ...)
I had a quick look at it, it seems it's a known issue with ruby (JRUBY-5496, 
http://ruby.11.n6.nabble.com/Ideas-for-shrinking-the-jar-td3483388.html, ...).
