Seems like these days everytime a regionserver dies, either because of a long
GC pause or something else, some random region gets stuck in transition.
It starts by being in Opening state, and then goes into Pending_Open state and
stays there.
The fix that works sometime is to force an 'unassign' of the region.
I have attached the Hmaster logs and the logs of the regionserver where the
region was trying to open.
