Needs two +1s as per our agreement here in section 17.1.2:
http://hbase.apache.org/book.html#decisions. There is no compaction component
-- probably should be -- so we don't have an owner and in absence of an owner,
we need two +1s. Suggest revert till you get the extra +1. This is a pretty
big patch without documentation and pretty radically IMO adding a new resource,
hbase-compactions.xml. No need to rush it in.
