CLIENT_RETRIES_NUMBER is overloaded.  Lets not reuse it here doing yet more 
retries on top of retry counting.

I think we retry once if OutOfOrderException given Anoop has done all the work 
getting it in.  I'd say we only do it once because unlikely we'll succeed if we 
just did sockettimeout twice because it is too big.  Just a suggestion
