To start, see HADOOP-8991 (Add support for SASL PLAIN authentication) and
HADOOP-8999 (SASL negotiation is flawed). Consider others as appropriate.
Also, after we can depend on ZooKeeper 3.4.5 or higher, we can remove the HBase
side latch for ZK SASL auth, simplying our code.
