was needed since consumers of acl data was distributed and zk could do the
orchestration. But in this case the data is only read and written to by the
active master which to me makes mirroring things in ZK more of an enhancement.
I don't feel strongly about it but I'm more inclined to keep things simple for
now and see how things go. Thoughts?
