Failing closed - disallowing region open if a table CP fails to load and
aborting the RS if a system CP fails to load - should be the default. This is
an area we need to tighten up. I'm glad you're looking at this now.
For more justification see comments at the tail of HBASE-6222, where Stack asks
if coprocessor load failure would expose hidden data, and the response.
Referring again to the discussion on HBASE-6873, it can be ok to tolerate
failure but only if that is explicitly configured.
