A KV with Type=Minimum and TS=OLDEST_TIMESTAMP is created by
KeyValue.createLastOnRowCol(...) and KeyValue.createLastOnRow(...). The former
is indeed only called from StoreFileScanner.requestSeek. The latter on the
other hand is called by ScanQueryMatcher, and is used to request seeks.
