Having a system table to store all state that we need to survive across master 
restarts makes sense to me. That would avoid having the master to rebuild state 
when it resumes operation (assuming that we don't store 'permanent' state in 
ZK). But we'd then have two mechanisms to store state - ZK and system-table. 
We'd need to be careful about what state goes where and all that. 
The other thing that comes to my mind is what'd happen if ZK went down while a 
cluster is operational. Is that an invariant? Something that must never happen?
