Yes and no. Hadoop's bin scripts are also being converted into windows shell 
scripts. But there was this whole discussion of going pure python, and migrate 
away bash and windows scripts:

I think nothing happened yet after the vote. I suggest we go ahead with these 
windows shell scripts for now. Depending on the outcome of the python 
discussions in Hadoop, we can do further patches.

Opened HBASE-7598 for this. 

I'll review the patch today. A version of this already works on top of 0.94, 
should go smoothly.
