Attached patch adds try-finally blocks which close allocated HTables.
I've also done a bit of reorganization where grants and revocations are done.
It facilitated adding try-finally but also is more realistic, because an admin
client is likely to connect, change perms, then disconnect, for each set of
changes. With these changes the running time of TestAccessController increases
from ~60 to ~80 seconds.
