My thought on balancer and master is that they could have more attributes than
just address and on/off as time passes so I'd suggest those names are fine.
Ditto for table. On the unassigned-region-state, its funny, but stuff in here
could be unassigned for a short period of time but usually its transitioning to
OPEN or CLOSED or its SPLITTING. transitioning is a mouthful though it goes w/
our regionInTransition that is all over the code base. Is 'moving' a better
name? Or transit?
