My main goal would be improving compactions (but this can be achieved with
certain level-like compaction algorithm, call it stripe-compactions :)), and
improving failover (where there are many small regions, it's easier to shuffle
them and preserve both locality and balance of data size between servers).
Also good for reads, yes.
