Description:
We need a new utility which instead of doing Scan and Put will Scan the table
and create HFiles which will be bulkloaded afterwards into a new table.

We noticed some issues using CopyTable so we want to work on a new utility for
table copying. We will keep the old CopyTable and create a new class which will
use TableInputFormat + HFileOutputFormat + Bulkload mechanism.
We will have a MR job that will load the table and create HFiles and then using
a bulkload we will load those HFiles into a new table. The tool will also allow
specifying start and stop row, if the user doesn't want to copy the whole table.
