Region states have info about where each region is known to be open, and the
current state if it is in transition. If a region is in transition, we don't
clear out its previous assignment info on purpose. The region mentioned in the
desc was open on server A, and was moving to B. Master knows this information.
Meta knows it is already open on B. But this information has not got to the
master yet. So master thinks it is still in transition. This delay is
expected.
