Patch for 0.94; This makes it at par with trunk. Ran in a loop of 100.
I had to add a sleep of 1 sec before completing the test method; I find it
necessary as the Server manager still holds the reference of dead regionserver
whereas the cluster is down. Adding sleeps solves it.
