DelimitedKeyPrefixRegionSplitPolicy similar to KeyPrefixRegionSplitPolicy, but
with a delimiter for the key, instead of a fixed prefix.
Can be used for META regions, since we are doing
table_name,start_key,region_id.encoded_region_name.
