Attaching the patch based on 7667.
NOTE: this is an example patch that was requested in HBASE-7603, not a real
patch. Config class is not related, refactoring of HStore is in HBASE-6703, and
I might clean up some things and add logging.
There's lots of unit tests that pass on my machine. This class probably ended
up a little more standalone than needed, it makes no assumptions... also
there's a config class that as it turns out won't be needed until the policy is
implemented. I will remove it into separate JIRA.
