In Trunk, now this test case passes. This is because of the change done by 
HBASE-6429 .
Now filterRow() will be called iff hasFilter() returns true.
ColumnCountGetFilter is not implementing hasFilter().

In 94 and older versions filterRow() will be called any way.  But still the 
change in FilterList might be needed I guess.
