I think that refactor should into trunk (otherwise it will depend on complete
implementation of policies, which will cause a lot of churn for no benefit;
especially given the release cutting for 96 it can get stuck there for months).
For this JIRA there may be separate branch later, although I am not sure it
makes sense. Tiered compaction is already targeted for trunk; this is not a
much bigger feature, just 2 JIRAs now by itself. Anyway for now by itself this
JIRA is not very valuable.
