I'm still on the fence about removing some of the core code. We may need to
keep it around for migration/upgrade, which I haven't tackled yet.

accommodate both -ROOT- and .META. tables.
Comment above + I'd like to verify the semantics of meta tables. It's probably
fine to remove, but not there yet.

I'll look at it, as you can see this new class just has the code from
RootRegionTracker.
