This patch mainly including the following:
1) Built upon existing distributed logsplitting framework and directly replay
WAL edits to failed over RS intead of creating recoved.edits files
2) Fast Master node start up when there are log split work by only waiting for
meta RS recovery not other failed RSs
3) Test cases for the new log split implementation.
4) fix a file handle potential leaking issue 5) fix test makehlog function to
align edits into right regions
