Note that the current behavior gives time for the admin to analyze the
situation and decide accordingly. For this reason, I'm not sure on the 0.94.
It's a still a behavior change. By default, I'm -0. But it could be committed
with a huge default if you really want this to be fixed on 0.94, for example.
Then it's up to the user to change the default.
