[~ram_krish] New config item may not be needed.  When 
hbase.regionserver.optionallogflushinterval is set as 0, means you need an 
immediate sync for all the operations. The thread is starting for the deferred 
sync. So in this case thread wont be useful at all and so dont start it at all. 
Yes at the close() time no need to go for the thread close part and join.
