It seems like this inconsistency should be already there. We probably don't
want to make it more prevalent by default unless we invent proper semantics
that don't depend on timing (or they are already there and one of us or both
are incorrect :)); but this will have bearing on schemes like stripe and
especially level, where there's no major as such, and dropping deletes in
presence of L0 becomes extremely painful (for stripe; compact stripe + L0 and
drop only deletes from the range of the stripe) or near impossible (classical
level)
