Part of HBASE-7649 patch, rebased.
Created a subclass of HRegionLocation with cache-specific fields, also moved
seqNum there.
When the region is opening, server throws an exception similar to
RegionMovedException; client handles it by not invalidating cache. There's a
timeout on the latter behavior.
