TestMetaMigrationRemovingHTD fail reliably locally with this patch and not 
without it.

Personally I would revert this from all branches until we make sure it does not 
break the upgrade path (unless we're saying there is no upgrade path form 0.90 
to 0.96, which is a perfectly valid scenario)
