There might be a couple of things to try for fixing the test:
- Wait for the table to be enabled with a much longer timeout
- Redo the wait for the table to be enabled with a waitFor(..., Predicate) 
where the predicate that checks master and RS internal state for the regions 
and complains if different from what the admin API gets back via meta scan

The former might work around the flakiness we see on Jenkins but treats a 
symptom. 

Seems like the later would make it more likely to show a problem rather than 
have issues surface indirectly as test setup timeouts.
